HIPAA compliance requires infrastructure changes, extensive recurring audits and a BAA (Business Associate Agreement) with each one of the partners. It is an expensive and complex process. 

It does not take much to commit a violation. If the customer leaves a review on Google on their own, it is their own business. Soliciting reviews through a platform such as LocaRatings involves sending PHI through a 3rd party software (not the covered entity) that needs to be compliant. Even sending a name through the platform (when making the review solicitation) would be a violation.
